The newest game in the popular City-Building series, Emperor: Rise of the Middle Kingdom, brings city builders to ancient China. This edition features a combat element, which means that if you fail to create a thriving city with appropriate defenses, your enemies can take everything away, forcing you to play more shrewdly, with greater attention to strategy. But we found the combat element less than complete; it's more a battle of numbers than a military tactics challenge.
In Emperor, your city's success depends upon more than dollars and cents. You need hemp to thatch your houses and bronze to arm your military; it all comes down to laying out the supply chain properly. Your own farmers and craftsmen can supply materials, or you can import them. But you can't simply throw money at your defenses and expect to fend off an invasion.
